Union Budget 2024 Makes Push for New Criminal Laws, Focuses on Rehabilitation of Migrants, Repatriates – News18

The Centre will focus on supporting displaced communities through rehabilitation and relief efforts for migrants and repatriates, including the rehabilitation of refugees from Sri Lanka, settlements from Tibet, and former West and East Pakistan, Finance Minister Nirmala Sitharaman announced on Tuesday as she allocated Rs 2,19,643.31 to the Ministry of Home Affairs (MHA).
For the year 2024-25, the budget for Relief and Rehabilitation for migrants and repatriates has been set at Rs 539.72 crore, marking a massive increase from the Rs 301.61 crore allocated for 2023-24. This increased funding will support several key initiatives, including the rehabilitation of refugees from Sri Lanka, the management of refugee settlements from Tibet and former West and East Pakistan, and relief efforts for North-eastern states such as Tripura, Assam, Mizoram, and Manipur.
Importantly, the government has overhauled the Indian judicial system by introducing three new laws: Bharatiya Nyaya Sanhita, 2023; Bharatiya Nagarik Suraksha Sanhita, 2023; and Bharatiya Sakshya Adhiniyam, 2023. As a result, the Ministry of Home Affairs has seen a 300 per cent increase in funds for education, training, and research. The funding has seen a massive three-fold increase, from Rs 442.17 crore in 2023-24 to Rs 1,348.35 crore in 2024-25.
The budget allocation has increased the expenses for institutions such as the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, the Central Detective Training School, the National Institute of Criminology and Forensic Science, the North East Police Academy, the Central Academy of Police Training, the Bureau of Police Research and Development, and the Institute of Medical Sciences. The allocation of funds will also be given for BPR&D schemes, including training interventions, R&D projects for better efficiency, and the National Academy of Coastal Policing.
While census is still awaited, the budget for Census, Survey, and Statistics under the Registrar General of India (RGI) has been decreased to Rs 1,309.46 crore for 2024-25 from Rs 1,564.65 crore in the previous year. This fund is for the operations of the Registrar General and Census Commissioner, including the ongoing National Population Register (NPR) efforts and the completion of the 2021 Census, which is critical for demographic analysis and policy planning.
J&K Assistance Fund Increased
Central Assistance to Union Territories in J&K has increased by 30 per cent. For the year 2024-25, the government will allocate Rs 40,619.30 crore for J&K, up from Rs 33,923.00 crore in 2023-24.
CISF Budget Increase for Parliament Security
The Budget allocation for the Central Industrial Security Force (CISF) has increased from Rs 13,214.68 crore in 2023-24 to Rs 14,331.89 crore in 2024-25, a rise of nearly Rs 900 crore. The CISF has recently been tasked with protecting Parliament after responsibilities were shifted from the CRPF and Delhi Police due to a security breach last year. The CISF is now the sole force responsible for Parliament security. Additionally, funding for the BSF Air Wing, including aircraft, river boats, and helibases, has increased from Rs 78 crore to Rs 164 crore. There are hardly any major changes in the funds allocated to the CRPF, BSF, and ITBP.
