A two-day long orientation workshop for elected councillors of Urban Local Bodies (ULBs) of Nagaland got underway today at Capital Convention Centre, Kohima in the presence of Chief Minister Neiphiu Rio.
This workshop, to continue till August 7, is organised by Department of Municipal Affairs, Nagaland.
Addressing the introductory session, Rio described the elected councillors as the backbone of local governance, who are directly connecting with the people and addressing their everyday needs and concerns. Rio maintained that ‘ULB plays a critical role in shaping the future of the cities and towns.’
Congratulating the newly elected councillors, Rio encouraged them to give their best in ensuring the delivery of essential services and promoting sustainable development of the towns.
“Your dedication and commitment are vital to the well-being of our communities,” he said.
After almost two decades, we are having the 3rd Tier Government in its truest sense for ushering grassroot democracy and involving communities in development, the Chief Minister said.
As we move forward, despite the tremendous challenges, we are faced with in terms of resource constraints and limited scope of revenue, our vision for development of our urban areas should be centered around sustainability, inclusivity and innovation, Rio said.
We aim to create cities that leverage innovations, supported by technology to improve the quality of life for all citizens, he said.
Stating that the primary function of ULBs is good governance and delivery of public service to the citizens, Rio urged upon all the elected councillors to strive for fulfilling the basic function.
For this, the Chief Minister assured his full support.
Maintain transparency, accountability: Zhaleo
Nagaland Urban Development and Municipal Affairs, Advisor Zhaleo Rio urged the constituted ULBs to maintain transparency and accountability in their dealings.
“Only then, you will be able to deliver goods when it comes to development, providing facilities, amenities or providing basic services,” he said.
He also told the elected councillors not to have the mindset of opposition or ruling but to develop a strong team spirit and formulate schemes together to develop cities and towns.
The Advisor also stressed on the need to focus on economic transformation and improvement of revenue collection.
Earlier, welcome address was delivered by Kekhrievor Kevichiisa, Commissioner & Secretary for Municipal Affairs Department, Nagaland while vote of thanks was proposed by Solesul Tholre, additional director and HoD, Directorate of Municipal Affairs.
Nagaland’s Deputy Chief Minister TR Zeliang, Nagaland Legislative Assembly speaker Sharingain Longkumer and several other legislators also preset at the introductory session.
Later, Temjenrenla Kechii, Joint Director took session on 74th Constitutional Amendment Act, Roles & Responsibilities of ULBs in context to the Nagaland Municipal Act, 2023, Finance Commission Grant with special focus on 15th FC Grants.
GW Lee, Retd. Director (T&A) and member secretary Third Nagaland State Finance Commission talked on Municipal Taxation and Fees and Own Revenue Sources.
State Mission Directors made short presentation on AMRUT, SBM (U), NULM, ADB assisted Projects.
On July 7, Kevilenuo Solo, Deputy Director & SNO, PMAY(U) and Wachusie Katiry, Deputy Director will share a short presentation on PMAY(U), 15th PC Health grants.
Reny Wilfred, IAS, Joint Secretary, Finance Department will highlight memorandum to the 16th Finance Commission from ULBs-Joint Consultations to discuss on their aspirations and proposals to be incorporated in the memorandum.
Concluding remarks will be given by T Nchumbcrno Odyuo, Additional Secretary, Municipal Affairs Department.
