DGP demands explanation for lapses in mobile signal control at Bangalore Central Jail, after state government issues notice

Following a notice from the state government seeking an explanation for the lapses, the Director General of Police (DGP) for the Department of Prisons and Correctional Services, Malini Krishnamurthy, issued a reminder to the Chief Superintendent of Bangalore Central Jail. The reminder calls for an explanation regarding the presence of mobile network signals inside the prison, despite the installation of high-tech signal jammers.

This action comes in the wake of a video call involving actor Darshan from within the jail, which aired on August 25 and raised concerns about the effectiveness of the signal-jamming measures. The DGP’s letter highlighted that, despite the presence of three Harmonic Call Blocking System (HCBS) towers designed to prevent any mobile signals, the video call was able to be made.

In response, the department has instructed telecom providers Airtel, BSNL, Jio, and the Department of Telecommunications (DOT) to explain how mobile signals were still accessible within the prison. The Chief Superintendent has been directed to submit a detailed report by September 4, 2024, explaining these lapses.

Signal jammers affect residents nearby
Residents living around the Central Prison had raised serious concerns about the impact of signal jammers meant to block mobile usage inside the jail. Ironically, while the high-tech jammers are supposed to prevent inmates from using mobile phones, they seem to be affecting law-abiding citizens more.

In response, representatives from Bluewaters Apartments and other affected communities met with DGP Malini Krishnamurthy to discuss the problem. The DGP, aware of their concerns, arranged a follow-up meeting with the General Manager of the Department of Telecommunications (DoT) on 20 June and invited two local representatives to participate. Despite prison officials’ assurances to address the issue and repeated submissions of the memorandum, no action has been taken so far.
