It has been more than a year since Manipur has been witnessing widespread violence and Thursday was the first time a breakthrough was reached between the two conflicting groups. Yesterday, the BJP overlooked the signing of a peace agreement between Meitei and Hmar, part of the Kuki ethnic group. The deal will, however, only be valid in one district, Jiribam.

The violence erupted in May 2023 and quickly escalated, resulting in a large number of casualties, property destruction, and widespread displacement.

What does the deal say?

Under the peace agreement, both groups will be expected to restore normalcy in the district and prevent incidents of arson and shooting.

Thursday’s meeting was delegated by the district commissioner and senior officers of the Central Reserve Police Force (CRPF) and the Assam Rifles (AR). Kuki and Hmar also agreed to work together with security forces in Jiribam and to manage and coordinate the movement of people in a controlled manner.

“The signing of the agreement, though confined to one district now, marks the first step towards resolving the ongoing conflict between the two communities,” a government official said after the deal was signed.

Why was Jiribam singled out?

The district of Jiribram, which is 250 km away from the capital Imphal, was largely free from violence since last year until it was not.

In June this year, the district saw its first bout of violence, forcing hundreds out of their homes with many taking refuge in relief camps.

Last month, the Manipur police said that a CRPF personnel was killed in an ambush by  “suspected Kuki insurgents.”
