One of the key issue that Mumbai faces is a lack of space for parking cars or any other vehicles. With more residential complexes being built and people buying more cars, Mumbai’s parking problems are getting worse every day.
In Mumbai, there are reportedly 34 lakh two-wheelers and 23 lakh cars, with one-third of the total number of vehicles parked on the streets. Despite this, the city’s parking problems are not being addressed by the administration.
A committee was established by the Brihanmumbai Municipal Corporation (BMC) to create a parking policy to solve this issue in the city. For this, the civic body in 2022 issued a regulation — the Mumbai Parking Authority (MPA) — but, it is not yet implemented. According to the policy, parking in the city will fall within the purview of the MPA.
Recently, a report was released by the Observer Research Foundation. The report stated the nation’s highest car density was found in Mumbai. In 2016, the city presented its Comprehensive Mobility Plan, which estimated that 2,84,575 equivalent car spaces (ECS) would be needed for parking. However, it was projected that the city will have significantly less parking capacity in 2022 – about 26,815 ECS with government, parastatals, and commercial entities, compared to 39,501 ECS with the BMC.
Nearly 3-4 lakh new cars are bought annually. However, there are not enough parking spaces in the city. A rule like the one in Tokyo, Japan, should stipulate that a person can only buy a car after demonstrating that there is room for the vehicle in question to be parked.
As per report, many public parking lots in Mumbai have still not been handed over to the BMC, and the ones that are under its supervision, are empty since the multi-storey lots are difficult for people to use. There are not enough parking spots to match the amount of high rises that are planned. The roadside parking leads to the traffic and congestion issue in the city.
In April, the Maharashtra Real Estate Regulatory Authority (MahaRERA) mandated that developers include all parking-related information in the annexures to the agreement for sale and allotment letter in order to address these concerns.
In the circular’s appendix, the Authority also released a model draft clause that is intended to be incorporated into the legal papers. It contains all the information about the parking lot number, length, height and width as well as the position of the parking block within the building.
