The Indian Medical Association (IMA) has raised the issue of safety of doctors and staff vehemently. IMA chief Dr RV Ashokan said on Friday that all hospitals across the country should be declared safe zones like airports so that doctors can work without any fear. This is one of the 5 demands of IMA. Actually, the case of rape and murder of a trainee female doctor in Kolkata’s RG Kar Government Medical College and Hospital is hot. In protest against this, a 24-hour closure of non-emergency medical services (from 6 am Saturday to 6 am Sunday) has been announced across the country.

Ashokan said, “Airports are secure zones with three-tier security. So at least major hospitals should have security protocols. They should be declared secure zones as this will make them eligible for mandatory security protocols.” He said there should also be a central law to prevent violence on health workers. Ashokan said 25 states have laws against attacks on doctors and hospitals, but there have been no convictions so far. He said these laws are mostly ineffective on the ground and do not serve the purpose of deterrence (fear of law).

RV Ashokan said, ‘We request the government to reconsider introducing the draft Health Care Service Personnel and Clinical Establishments (Prohibition of Violence and Damage to Property) Bill, 2019 incorporating amendments to the Epidemic Diseases Act, 1897. Such as the Epidemic Diseases (Amendment) Act, 2020 approved and passed by the Parliament.’ IMA has also demanded that the victim’s family of the Kolkata incident should be given proper and respectable compensation.

Ashokan said, ‘One of our demands is that the victim’s family should be provided with proper and respectable compensation considering the nature of the crime. IMA also demands proper investigation and timely prosecution as well as appropriate punishment for the culprits.’ Ashokan said that the fifth and final demand of the doctors’ organization is regarding the working hours and working conditions of resident doctors. He said, ‘This resident doctor (who lost her life in the Kolkata incident) was on duty for 36 hours continuously. Is this right? How many hours do you want to keep a doctor on duty? It would be possible for a human being to be on duty for 8 hours or 12 hours, but is it right to keep a doctor on duty for 36 hours? In such a situation, it is natural for mistakes to happen, it is neither good for patients nor for doctors.’
