Arunachal Pradesh Deputy Chief Minister Chowna Mein on Wednesday presented a Rs 993.08-crore deficit budget for 2024-25, focusing on infrastructure, urban development and healthy human resource.Mein, who also holds the finance portfolio, said the budget estimate is pegged at Rs 35,840.79 crore, a 20.85-per cent increase over the 2023-24 figure.

Mein said, ” The Year of Youth is an acknowledgement and tribute towards the role and responsibility our youth. In moving ahead with this year’s Budget speech, I commit at the outset to allocate a minimum of Rs 100 crore towards various activities for the empowerment and fulfilling aspirations of our youth. These include a holistic and inclusive approach across various sectors focussing on health, education, skill upgradation, tourism, sports etc”.

The budget stated, “The inauguration of the Donyi Polo Airport, Arunachal Pradesh’s first greenfield airport, has connected us into the national aviation map for the first time since independence. However, the high cost of training for Commercial Pilot Licenses often deters our youth from pursuing careers as pilots. Therefore, I am delighted to announce that the State Government will cover 75% of the training and associated fees for obtaining Commercial Pilot Licenses from recognized Government institutes in the country like Indira Gandhi Rashtriya Udan Academy. We shall target to support up to 10 youth in the coming years. We shall similarly support up to 10 youth in the coming years to obtain training and Certifications for merchant navy courses through Government recognized institutes in the country”.

He added that Arunachal Pradesh, with its breathtaking landscapes, is a treasure trove of natural beauty and diverse ecosystems. He stressed the need for growth of high-end, niche tourism in the state keeping in mind the ecological carrying capacity of the high-tourism potential locations. To this end, we are making and will continue to make substantial investments in enhancing our transportation network, including upgrading of roads, expansion of airport facilities, and modernization of our railway system, he said. The budget proposed to diversify tourism offerings and attract a broader audience by developing state-of-the-art infrastructure for adventure sports, including trekking, rafting, angling, paragliding and rock climbing, catering to thrill-seekers and nature enthusiasts. Cinematic tourism is an excellent way for destination marketing and creates opportunities for entrepreneurship and promotes Arunachal Pradesh as a preferred tourist destination among the Indian and global audiences and filmmakers, he said.

“By leveraging our expertise in healthcare and traditional wellness practices, we can attract a global clientele seeking quality medical care and rejuvenation and become the healing and wellness hub of the North East. Therefore, I am pleased to announce that we shall be notifying a Healing and Wellness Tourism Policy this year. We shall develop hill stations with high-quality, curated experience zones increasing tourist footfall etc., and will promote tourism in border areas of the State by simplifying guidelines and procedures, setting up tourism facilities, war memorials, museums, etc,” he said.
