In the wake of the Rajkot TRP game zone fire, the city police commissioner has issued a notification outlining stricter regulations for amusement rides. The new rules, published in the Gazette, require anyone installing rides intended to operate for more than three months to obtain permission from the licensing authority.

The licensing authority acting upon the application, may then seek a no-objection certificate from various departments, including fire safety, structural stability, health and sanitation, taxation, and electrical and mechanical installations. Additionally, the City Ride Safety and Inspection Committee will provide input before permission is granted. The move is in line with the renewed focus on public safety following the Rajkot tragedy.

Permits, inspections and enforcement
The permit, valid for up to two years, can be extended if the installation work takes longer. 

Any changes to the installation also require approval. Regular inspections will ensure the installation and testing adhere to the permit and specified parameters. Even after installation, a qualified person must certify the work.

The licence will remain in force for up to three years for a new licence and two years for a renewal, whichever is less, starting from the issuance date. Organisers must report adverse incidents to the licensing authority in writing and cease operations until approval is re-issued.

Insurance and training
Third-party liability insurance with a minimum coverage of Rs 10 lakh per patron in case of death or permanent disability is mandatory. Other coverage includes Rs 7.456 lakh for permanent partial disability and up to Rs 2 lakh for hospitalization expenses due to injury.
The organizer must also ensure that every person involved in operating the amusement ride receives proper training on communication systems, including making public announcements.AM
