The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has issued a tender, numbered 02/UPNEDA/IEC Activity/2024-25, seeking bids for the strategy, planning, and implementation of Information, Education, and Communication (IEC) activities aimed at increasing public awareness about the PM Surya Ghar Yojana benefits in Ayodhya, Gorakhpur, and Varanasi.

The selected firm will be responsible for strategizing, planning, and executing IEC activities to raise public awareness about the PM Surya Ghar Yojana in the specified regions. The scope of work for the IEC activities includes designing, printing, and displaying banners, billboards, pamphlets, and posters, along with setting up canopy stalls and organising interactive events and solar melas in Ayodhya, Gorakhpur, and Varanasi. 

It also involves mobilising Surya Raths for audio advertisements, placing newspaper advertisements, and distributing T-shirts and caps to beneficiaries. The activities aim to enhance public awareness of the PM Surya Ghar Rooftop Solar Yojana by engaging with universities, colleges, schools, and the general public. The completion time for this project is twelve months. 

The estimated cost for this project, inclusive of GST, is INR 2,00,00,000, with an earnest money deposit of INR 4,00,000. The Tender Fee is INR 11,800 inclusive of GST and is to be furnished through a Demand Draft (DD) drawn in favour of ‘Director UPNEDA’, payable at Lucknow. 

The eligibility criteria require the bidder to be a registered entity under relevant acts such as the Companies Act, Trust Act, Partnership Act, LLP Act, or Society Registration Act with at least three years of experience in similar work with government or public sector undertakings. The bidder should have a valid GSTIN registration. The team should include experts with experience in marketing, managing IEC activities, data coordination, content development, and field execution. 

Additionally, the bidder must have a positive net worth over the last three financial years. The firm must also have an overall average annual turnover of at least INR 60 lakhs for the past three years. Bids will be evaluated based on technical qualifications and financial offers. The tender requires notarized affidavits declaring no debarment or blacklisting and no dues of income tax and GST. 

The tender document is available on the E-tender portal. Bids must be submitted online by August 5, 2024. The technical bids will be opened on the same day, and the financial bids for technically qualified bidders will be opened later. 

Bids should be submitted online through the E-tender portal. Bidders must submit relevant documents such as registration certificates, financial statements, experience affidavits, and GST registration certificates. The terms and conditions of the bid are detailed in the tender document. 

Any amendments to the tender will be communicated through the E-tender portal.

Ayodhya and Varanasi are already undergoing development as solar cities, and this comprehensive campaign is expected to enhance awareness and promote solar energy in Gorakhpur as well, officials stated. According to them, a solar city can meet at least 10 percent of its energy demand through solar power.
