The Ministry of Defence (MoD) signed a Memorandum of Understanding (MoU) on July 30 to establish three advanced testing facilities as part of the Uttar Pradesh Defence Industrial Corridor (UPDIC). Under this agreement, one facility will be set up in Lucknow for the Mechanical & Material (M&M) domain, and two facilities will be established in Kanpur – one for Unmanned Aerial System (UAS) and the other for Communications domains. The MoU, signed under the Defence Testing Infrastructure Scheme (DTIS), was exchanged between senior officials of the MoD and the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) in New Delhi, the Defence Ministry said.
Defence Minister Rajnath Singh launched the Defence Testing and Infrastructure Scheme (DTIS) in May 2020 with an outlay of Rs 400 crore. It aims to establish state-of-the-art testing facilities in collaboration with private industry and the Central/State government to promote indigenous defence production, reduce imports, and enhance self-reliance. Seven testing facilities were approved to provide impetus to the defence and aerospace sectors within the Defence Industrial Corridors: four in Tamil Nadu and three in Uttar Pradesh.
“While the Memorandum of Understanding (MoU) to establish three testing facilities in the Uttar Pradesh Defence Industrial Corridor (UPDIC) has been signed today, the agreement to set up three facilities under the Tamil Nadu Defence Industrial Corridor in the domains of UAS, Electronic Warfare, and Electro-Optics in Chennai was inked on 2nd July,” stated MoD statement.
The Department of Defence provides up to 75% of the funding through “Grant-in-Aid,” the remaining 25% is funded by Special Purpose Vehicles (SPVs), consisting of Indian private entities and state/central governments.
MIDHANI is the main SPV member for the M&M facility, with some private sector companies as consortium members. Hindustan Aeronautics Limited and Bharat Electronics Limited are the main SPV members for the UAS and Communications testing facilities.
Upon successfully completing the project, these facilities will provide advanced testing equipment and services and generate revenue. This revenue will be reinvested to further enhance testing capabilities and processes, thereby boosting Aatmanirbharta (self-reliance) in defence and providing significant value to government and private entities.
