SJVN Green Energy Limited invites bids for a 75 MW solar power project in Banka, Bihar, including EPC and three-year O&M. The bid deadline is set at 10 September 2024.

SJVN Green Energy Limited (SGEL), a subsidiary of SJVN Limited, has announced a tender for the design, engineering, supply, erection, testing, commissioning, and comprehensive operation and maintenance (O&M) of a 75 MW (AC) solar power project in Banka, Bihar.

This project is being executed through a Domestic Competitive Bidding process. The scope of work encompasses the full spectrum of EPC activities required for the solar power project, along with a three-year comprehensive O&M phase following the commissioning of the plant. Solar modules used in the project must adhere to the ‘Approved List of Models and Manufacturers (ALMM)’ as designated by the Ministry of New and Renewable Energy (MNRE).

SGEL has already secured a Power Purchase Agreement (PPA) with the Bihar Renewable Energy Development Agency (BREDA) for the sale of  generated power, ensuring a committed buyer for the electricity produced. The bid document is available for purchase at a cost of INR 5,000 plus 18 percent GST, which must be paid via electronic transfer.

The required bid security, or earnest money deposit (EMD), is set at INR 7.50 crore. This can be submitted either through electronic transfer or in the form of a bank guarantee. The documents can be downloaded from the official tender website starting from 19 August 2024, 18:00 Hrs, with the last date for bid submission being 10 September 2024, 14:00 Hrs.

Techno-commercial bids will be opened on the same day at 15:00 Hrs. To be eligible for bidding, contractors must demonstrate substantial experience in similar projects. Specifically, they must have designed, supplied, erected, and commissioned solar PV-based grid-connected power plants with a cumulative installed capacity of 30 MWp or more, including at least one plant of 10 MWp or larger, operational for a minimum of three months before the issuance of this tender.

Alternatively, bidders could qualify by having executed a major industrial project in related fields with a minimum value of INR 114 crore and having operated an electrical substation of 33 kV or above. Documentation such as Letters of Award, completion certificates, and operational certificates from project owners are required to prove this experience.

A pre-bid meeting is scheduled for 30 August 2024 at 11:00 Hrs via video conference, where potential bidders can seek clarifications on the tender requirements. The final submission of hard copy documents is required by 20 September 2024, 18:00 Hrs.
